The deadline for compliance to the new regulations for the Inventory of Hazardous Materials (IHM) Certificate approaches.
The current challenging market conditions have led to an evident postponement in decision making and a respective delay from the side of Shipowners.
Many ship owning companies are yet to undertake the necessary work needed and IHM experts anticipate a congestion at the last quarter of 2020.
Despite onboard inspection delays caused by the coronavirus pandemic, there will be no general extension to the deadline, the European Commission has stated in a letter to European Community Shipowners’ Associations (ECSA).

IHM Certificate
A fundamental requirement of these regulations is the documentation of hazardous materials on board ships, the so-called Inventory of Hazardous Materials (IHM) which must be verified either by the Ship’s Flag Administration or by the ship’s Recognized Organization authorized by it, accompanied by the relevant IHM Statement of Compliance (SOC) or relevant Certificate.
All EU flagged ships and non-EU flagged ships which are calling at EU ports or anchorages would need an IHM report with a valid Certificate onboard, from 31st December 2020 (above 500Gross tonnage).

Both these statutory requirements, place responsibility on ship owners, ship builders, suppliers, recycling facilities and national authorities to ensure the safe and environmentally viable management of hazardous materials (hazmats) as well as the sustainable recycling of ships.
